2008 : Chi Minh PHAM, its founder, feels powerless facing the care breaks suffered by his mother, who had become daily dependent on home-care providers. The problem he discovers then is structural : neither beneficiaries nor their families have any autonomous way to track, report, or arrange replacements for missed provider visits. To this day, this visibility gap remains at the core of the problem YouTime addresses.
2012 : a Val d'Oise study reveals that providers fail to deliver an average of 40% of scheduled visits in December 2011, a rate that reaches 73% for the provider AncillAPAd, then under judicial restructuring. Rather than making these results accessible to beneficiaries and their families, which would have allowed them to reconsider their choice of provider, the Val d'Oise General Council signs a restructuring agreement with the provider, mobilising a fund of €196,240 to finance, among other things, administrative staff cuts.
2013 : The platform goes live, accessible to beneficiaries and their families, with autonomous caregivers able to ensure continuity of visits. However, its use, the autonomous tracking of visit interruptions, the notification of beneficiaries, and the continuity ensured by autonomous caregivers draw opposition from the providers concerned.
2016 : After three years developing the protocol between beneficiaries and caregivers, the company YouTime was founded to offer funding authorities services including : real-time tracking of care breaks, beneficiary notification, and replacement by certified autonomous caregivers. These activities are automated through the digitalisation of the relationship between beneficiaries and caregivers.
2020 : if a failure rate of 40 to 73% was already tolerated under normal conditions, the lockdown — by sidelining a large share of salaried caregivers — raised fears of these breaks worsening. YouTime then proposed measuring these breaks and mobilising vaccinated autonomous caregivers, still active, to compensate for them. But Decree No. 2020-822 of 29 June 2020 maintained home-care service funding regardless of under-activity, and provided that the sums corresponding to hours not performed be paid directly to providers. With no mechanism to redirect this funding toward autonomous caregivers, YouTime's proposal had no lever to be implemented.
December 2022 : After seven years of unsuccessful attempts to get the platform adopted by the departmental authorities that fund the APA, the French company YouTime was dissolved. Free access to the platform was discontinued.
2026 : the platform goes international, offered to governments, local authorities, and providers across Europe and worldwide, through new YouTime companies. CareContinuity.eu displays on a map the rates of missed visits and successful plan-B replacements for each local authority, based on data provided by YouTime. The problem identified in 2008 remains : care breaks are still not measured against beneficiaries' original requests. Without this reference point, providers and funding authorities still don't know what was not delivered relative to what the beneficiary actually requested. This is precisely the shift in reference point YouTime proposes : moving from the provider's schedule to the beneficiary's request record.
